The Blue Cross and Blue Shield government benefit plan, also known as the Blue Cross and Blue Shield Federal Employee Program, has been part of the Federal Employee Health Benefit Plan since its inception in 1960. FEP covers roughly 4.5 million federal employees, retirees and their families out of the more than 8.5 million people who receive their benefits through FEHBP. It works with Office of Personnel Management to administer the service benefit plan on behalf of the 40 independent Blue Cross and Blue Shield plans. The plan s benefit options include a standard option and a basic option with a lower premium. FEP also offers prescription drug programs and dental benefits. FEP is made up of nearly 40 independent, locally owned and operated Blue Cross and Blue Shield companies that collectively provide health care coverage for more than 90 million individuals in the United States. The Blue Cross and Blue Shield Federal Employee Program is headquartered in Washington, D.C.
