Tom Roper, President, formerly was the Senior Vice President and General Counsel of Hill Insurance Services, Inc ( a TPA ) from 1991 through 1999. Before that period, he was a trial lawyer for ten years. While employed Hill Insurance Services, Inc, he oversaw all aspects of self-insured workers compensation programs.
