About ELCA Urban Outreach Center In existence since February of 1997, the ELCA Urban Outreach Center is an outreach of eight Evangelical Lutheran Congregations of America ( ELCA ) Churches in Kenosha and is endorsed by the Greater Milwaukee Synod. Many other churches in Kenosha County also support the Center. The mission of the ELCA Urban Outreach Center is to Share Gods Love by addressing the needs of children, youth, and adults through programs and services that encourage them to become self-sufficient, caring and participating members of the community.
