The City of Cookeville Department of Water Quality Control maintains the water treatment plant and wastewater treatment plant, as well as water lines, sewer lines and pump stations. Located in Cookeville, Tenn., It also sells water to Algood and Baxter, Tenn., as well as the Cookeville Boatdock Utility District, Gainesboro Grade Utility District, Bangham Utility District, OConnor Utility District and the Double Springs Utility District. Combined, the department has more than 10,000 customers. Its wastewater treatment plant on South Jefferson Avenue collects approximately 165 miles of sewer lines. It is a sludge treatment plant that handles 14 million gallons of wastewater per day. After completing treatment, the sludge is processed through a lime stabilization process to produce a Class A biosolid that is then land recycled and used as a soil amendment.
