The Civic Center is governed by the city of Imperial Beach in California, which governs several departments, including finance, personnel and community development. The city of Imperial Beach s government a public works department that is responsible for the repair and maintenance of vehicles, sewers, roads, sidewalks, alleys and easements. Its public works department is comprised of environmental, facilities maintenance and tidelands divisions. The city of Imperial Beach s government administers a public safety department that offers animal control, medical emergency, and fire prevention and suppression services. The city government s finance department provides financial reporting, auditing, budgeting, purchasing and grant administration solutions.

The City of Imperial Beach Lifeguard Service strives to keep beachgoers safe but is also composed of trained emergency responders.

About 10 surfboards line the walls of the station's second floor. Each was donated by local residents or board makers, including a personal board of Dempsey Holder made at the old lifeguard station.

The Dempsey Holder Room on the second floor acts as a meeting space for local non-profit organizations. Requests to use the space may be submitted to the city of Imperial Beach. The San Diego County Sheriff's Department has an office in its building as well.

The city manager is responsible for running the station and is assisted by the Lifeguard Captain and the Public Safety director, who is the chief of the Imperial Beach Fire Department.

First Assembly of God of Imperial Beach is located on 9th Street in Imperial Beach. It has two worship services on Sunday, one in the morning and another in the early evening. Hayden L. Cates is the church pastor.

Tijuana River National Estuarine Research Reserve, more than 2,500 acres, was officially designated a national wildlife refuge in 1980 and a research reserve in 1982. Here the Tijuana River empties into the ocean. A museum at the end of Caspian Drive details the area's biodiversity and acts as a starting point to miles of trails. The reserves make up 2/3 of San Diego's County's biodiversity in what is the most biodiverse county in the continental United States. Imperial Beach Senior Center organizes activities for local senior citizens, including arts and crafts, woodcarving, sewing, and poker and yoga every Friday. The Imperial Beach Seniors Club meets every Friday at 10 a.m. Everyone aged 50 or older is invited to join and attend meetings.

Southwest Wetlands Interpretive Association is a non-profit organization started 30 years ago by environmental activists to support wetlands projects and preservation across San Diego's South Bay. It currently sponsors a campaign to eliminate non-native plants from local wetlands and also partners with the Tijuana River National Estuarine Research Reserve.

This non-profit organization supports beautification projects and improving public spaces. It currently assists the city public works department and organizes and sponsors the Farmers' Market at Pier Plaza every Friday from 2pm to 7:30pm. Volunteers are always needed. New members and volunteer meetings are held every Monday from 6:30pm to 8pm at the Imperial Beach Adult Education Center at 170 Palm Avenue, Room 210. The board of directors meets every fourth Monday of the month.

Outside, the Sports Park has a picnic area with tables and six barbecue grills, five baseball diamonds, batting cages and a half-court for basketball. A skate park is being built and is expected to open at the beginning of 2011.

Inside, the Sports Park houses a full basketball gym, game room, snack bar and music studio for practice, lessons and recording.

$10/month for weekly drums, guitar and piano clubs. $5/hour to rehearse or record.

There's also a pool and pool tables and a TV.

Seasonal child and adult sports leagues include flag football.  Little League baseball and softball leagues play games at the Sports Park. The IB Running Club meets here every Saturday morning at 9 a.m.

A block from the ocean, Reama Park has a playground, a few swings, six bbq grills, four tables and a water fountain for people and dogs (the latter of whom are only allowed in the park if on a leash at all times).

About half of the park is open grass with palm trees on its perimeter. The playground is surrounded by sand but has padding below it.

Imperial Beach United Methodist Church, led by Reverend Phyllis Ashe, holds Sunday services each week with Sunday school, child care, and outreach to the homeless.

Breakfast and prayer group meetings are held every Wednesday at 7 a.m. at The Wave Cafe.

Loaves and Fishes feed the homeless or those in need every Saturday from 6-10 a.m. Showers are also available.

Another church program passes out commodity food items to those in need Tuesday and Thursday each week from 9-11 a.m. Each family may receive those services once every three months.

A San Diego Food Bank sponsored program is open the second Friday of every month from 9-10 a.m.

The Chamber's goal is to communicate the concerns and priorities of Imperial Beach businesses and help them promote, prosper and grow.

Board of directors meet the second Wednesday of the month 5-6 p.m. Location varies so call for details.

Monthly breakfast mixers are held the fourth Thursday at 7:15am at the Dempsey Holder Center on the second floor of the lifeguard station at 950 Ocean Lane.

The Chamber is also the principal sponsor of the Imperial Beach Business Improvement District who meet the first Tuesday of each month 3-4p.m. Location varies so call for the location. Open to the public.

The Chamber sponsors a number of year-round events, including monthly concerts, beachfront BBQs and a triathalon in the summer.

Membership benefits include plans to promote your business and discounts at other Chamber businesses.

Wildcoast is a nonprofit international organization working for cleaner shorelines and the preservation of ecosystems in the United States and Mexico. The organization hosts the Dempsey Holder Memorial surf contest each year to raise funds and to inform the public about causes it supports. Awareness campaigns and volunteering opportunities are held regularly throughout the year. The organization recently purchased 20 miles of coastline for preservation in the Valles de los Cirios region of central Baja California.
