The Knoxville Utilities Board was created by an amendment to the Knoxville City Charter in 1939. As an independent agency of the City of Knoxville, KUB provides electric, gas, water, and wastewater services to more than 400,000 customers in Knoxville and parts of seven surrounding counties in Tennessee. The KUB electric system provides uninterrupted service 99.9 percent of the time. The board s financial stability is evidenced by its AA bond ratings. Seven commissioners who serve seven-year terms govern KUB. The Board of Commissioners appoint a president and chief executive officer, who in turn appoints other officers. From 1845-1885 Dick Payne sold water by the bucket from a barrel mounted on a cart. This primitive water supply is recognized as the first Knoxville Water Works.
