Carroll County School for the Performing Arts is an organization established to help provide students a place to help develop and refine their dance and performance art skills. The school offers numerous programs, including dance, music and drama, for students ages 2 to adult. Some classes and programs include in ballet, vocal, strings, piano, guitar, theater, pilates and jazz, among many others. The school offers multiple performing opportunities, and the location also offers two large dance studios, two large multi-purpose classrooms, dressing rooms, a student lounge and study area, and a visitor's waiting room equipped with a children's play area. Project C Studios is a visual and performing arts school located in an 8,160-square-foot warehouse across from Carroll Indoor Sports Center. It offers a variety of dance, performing and visual arts classes in rooms with 30-foot ceilings and shatterproof mirrors for all ages and skill levels, along with locker rooms, a kitchenette and a homework lounge. The location also features an educational facility with a small video and print library and Wi-Fi.

The Carroll County Arts Council (CCAC) is a local organization that aims to promote arts in the community. The CCAC is housed in their Arts Center in Westminster and creates connections between artists and educators, the public sector and the private sector.
