Established in 1914, New York State Insurance Fund is a nonprofit agency that is one of the largest providers of workers compensation insurance in New York. It offers claims and case management and workplace safety programs. The fund provides disability benefits insurance that offers temporary cash benefits for eligible wage earners and disabilities arising from pregnancies. New York State Insurance Fund also provides safety services and proactive loss prevention and risk management assistance. Its special investigation unit, the Division of Confidential Investigations (DCI), handles and prosecutes felony fraud cases against policyholders, claimants and medical providers. The fund has security lending agreements with J.P. Morgan Chase and Key Bank.

NYS Housing Finance Agency s (HFA) purpose is to provide safe and sanitary housing accommodations at rental rates that families and low-income individuals can afford, which the ordinary operations of the private enterprise cannot provide. It serves communities throughout the state of New York. Created in 1960, HFA is a corporate governmental agency constituting a public benefit corporation. HFA is authorized to issue bonds and notes to provide funds for the purpose of making mortgage loans to limited-profit housing companies, nonprofit housing companies, urban rental housing companies, owners of multifamily federally aided projects, owners of multifamily housing accommodations, nursing home companies, nonprofit hospital and medical corporations, community development corporations, community mental health services and community mental retardation services companies, noprofit corporations authorized to provide youth facilities projects and community senior citizens centers and service companies.

The Division of Housing and Community Renewal, also known as DHCR, is governed by New York State. It is responsible for the supervision, maintenance and development of low-income housing units in New York. The division provides community development, rent administration and policy research services. The Division of Housing and Community Renewal administers various housing development and community preservation programs. The division also regulates public and publicly assisted rental housing units. The Division of Housing and Community Renewal offers the Neighborhood Preservation Companies Program. In addition, it administers state and federal grants and loans for housing developers. The division maintains housing management, architecture and engineering bureaus.
