Created in 2003, the Carroll County Bureau of Resource Management combined the departments of stormwater management, forestry/landscaping and water resource planning. This bureau is charged with the protection and enhancement of natural resources, ensuring the safety of landowners and the public, maximizing taxpayer dollars and keeping the county economically strong.

Located at 1004 Littlestowns Pike, next to the Airpark Animal Hospital, is the licensing branch of Maryland State Department of Education for Carroll County. The Maryland Office of Child Care is responsibly for the regulation, monitoring and inspection of private family day-care providers. In addition, the Maryland Office of Child Care also investigates complaints made by clients of family day-care providers.
